The New People’s Army – Eastern Visayas Region launched series of tactical offensives last November, seeking to advance the people’s war as the “best answer to the US-Duterte regime’s intensifying militarization and creeping dictatorship.”
In Western Samar, members of the Arnulfo Ortiz Command-NPA harassed elements of the 63rd IBPA in Sitio Galutan, Brgy. San Nicolas, San Jose de Buan last November 9, leaving two AFP forces wounded. Other two also got wounded as an NPA team harrasses ground troops of the 14th IBPA conducting an operation in Brgy. Salvacion, Can-avid, Eastern Samar.
On November 20, NPA members also harassed members of the 14th IBPA traversing from an operation in Brgy. Nawi to Brgy. Concepcion, Paranas, Samar. The said AFP elements have been camping inside the community in Brgy. Concepcion, utilizing public facilities such as barangay halls and day-care centers as their military barracks.
In a prior statement, the NPA already condemned President Duterte’s recent order to deploy more troops in the Eastern Visayas region saying that the AFP and PNP are the ones guilty for the “lawless violence” in the region as evidenced by the rampant violations of the state forces on the human rights and international humanitarian law.
“The Duterte regime’s military and police violate even their own reactionary laws as well as international humanitarian law through mass killings like ‘Tokhang’ against the urban poor and in bombardments and summary executions as well as other atrocities predominantly against the rural poor under the Oplan Kapayapaan ‘counterinsurgency’ campaign,” the NPA-AOC concluded.
